Dear Folkies,
the reasons why we cancelled the January meeting are not only still valid now but the incidence rate per 100k population in Bonn at 1,664.1 is now fully three times higher than it was only a month ago. Furthermore, the new, now dominant omicron variant, BA.1 is much more contagious than earlier variants of COVID-19 and is being followed with an amended „stealth“ variant of omicron, BA.2 which is a further 1.5-2.0 times more contagious, as well as being more difficult to detect, than the BA.1 type. Under these circumstances, it would be a dereliction of our duties if we failed to cancel the February folk club. We will keep our powder dry and the music will stay warm in our hearts to resonate on a more fortunate and safer day in the future.
It is therefore with a heavy heart that we cancel the regular Folk Club evening on Friday 4th February 2022.

Liebe Folk-Club-Freunde,
die Gründe, warum wir das Januartreffen abgesagt haben, gelten nicht nur nach wie vor, sondern die Inzidenzrate pro 100k Einwohner in Bonn ist jetzt mit 1.664,1 dreimal so hoch wie noch vor einem Monat. Darüber hinaus ist die neue, jetzt dominierende Omikron-Variante, BA.1 um ein Vielfaches ansteckender als frühere Varianten und wird von einer veränderten "Stealth"-Variante von Omikron, BA.2 gefolgt, die noch einmal um das 1,5-2,0-fache ansteckender ist als der BA.1-Typ und zudem schwieriger zu erkennen ist. Unter diesen Umständen wäre es eine Vernachlässigung unserer Pflichten, wenn wir den Februar-Folk-Club nicht absagen würden. Wir werden unser Pulver trocken halten, und die Musik wird in unseren Herzen warm bleiben und an einem glücklicheren und sichereren Tag in der Zukunft erklingen.
Daher sagen wir schweren Herzens den turnusmäßigen Folk-Club-Abend am kommenden Freitag, den 4. Februar 2022 ab.

Currently, the situation of holding a folk club is very confusing from our point of view. After a further thorough reading of the valid Corona Protection Ordinance of the state of North Rhine-Westphalia, we have come to the conclusion that a Folk Club evening would be possible on the condition that all participants - musicians as well as listeners - would have to be immunised. (We have indeed already since November 2021 introduced the 2G plus admission, as an additional safety measure, much to the consternation of some of our members.)
However, with regard to the character of our meetings, the regulations are not clear on some points. One of the biggest problems that we see is that the current regulation were conceived in the latter part of 2021 and the current incidence rates are now some 15 times higher than they were back then.
Perhaps it was due to the lengthy government coalition negotiations following the September national election that the German state took its eye temporarily off the COVID-19 ball, which was not only still in play, but rampantly ricocheting around its pitch in the Germanic lands at phenomenal speed?
Perhaps, there has been a sea change in the attitude of the state? For most of 2020 and 2021, the state took a clear lead in informing its citizens exactly what was allowed in terms of restrictions for gatherings of any kind under COVID-19, and more significantly what was NOT allowed. Clear rulings by the state which specifically forbid events taking place was a crushing blow for professional musicians and indeed anyone in the entertainment and gastronomy business dependent on shows going on for their very livelihoods. In this case, the state is certainly morally, if not always legally, obliged to consider full or partial monetary compensation to those people who it has deprived of income and existence due to its legislation. Fortunately, the Folk Club Bonn is purely altruistic and a not-for-profit organisation, so we ourselves have no dog in this particular fight, but for our hosts in Dotty’s bar and indeed for some of our professional musicians who play in FCB, the times since COVID-19 descended upon us, have been very, very lean indeed. This particularly applies to musicians from the UK, who have had not only COVID-19 restrictions to deal with, but the double whammy of the regulations stemming from the misguided BREXIT experiment further encumbering their already seriously hampered touring prospects within the EU. This has been the case with both Sean Taylor and Simon Kempston who were our guests in 2021. This change in the state’s attitude not only has financial implications. The state cannot indefinitely dole out monetary compensation, and even the proverbial „pork barrel“ must sometimes reach the bottom and cannot be indefinitely re-filled. This change of attitude by the state also means that the emphasis of responsibility for holding events, shifts away from the state, and on to the people actually organising individual events, like the February folk club, for example.
Perhaps, another possible explanation is that finally what the USA has often criticised about Europe, in that they consider European states to mollycoddle their citizens with welfare safety nets and universal health care, paid for with high taxation, but with too much government intervention in the lives of individuals, has finally taken root in Europe? Individual citizens must now participate more in decision-making and not just rely on the government in the future, as they have done in the past. Certainly, our meticulous scrutiny of the regulations led us to the conclusion that a folk club could technically have taken place in February within the regulations, but that still does not necessarily mean or guarantee that doing so would be a good or correct thing to do. Since these regulations were conceived towards the end of 2021 the incidence rate has increased not just significantly but by FIFTEEN TIMES! Just because one „can“, does not necessarily imply that one „should.“ Although technically legal and allowed, we consider it would be sheer folly to hold an event at, what we all hope, will be the very summit of the current wave of COVID-19 infections in Bonn and NRW, and however much we reduce the numbers and improve the ventilation it would be an evening, not of the usual magic and joy, as the November meet certainly was, but effectively a musical Petri dish for omicron to also take the stage and dance and multiply in.
It is often argued, and not just in the USA, that there is just too much state intervention in the lives of individuals and that attending a concert in these times should be purely for each individual to assess the risks and pros and cons involved for his or her particular case. There is indeed a sound liberal argument for this. However, not all men and women are living in splendid isolation in their own quarantined quarters and with no further contact to the outside world. Unfortunately, there is an ever-increasing rate of breakthrough infections and even ever more re-infections occurring now, often resulting in fully vaccinated healthy and virile young people (like we all are on the FCB committee ;-) becoming inadvertently carriers of COVID-19 and often asymptomatic ones at that, then the risk is simply too high. It is relatively simple for an attendee to make a quick personal selfish risk assessment for themselves when attending events, but it is the people, often unknown, further down the line of human social intercourse who may eventually become infected and who will, often as not, be more frail and susceptible to infections and future side effects, than the attendees are themselves.
We are sorry that we begin the 2022 year with such a flat foot on the wrong foot, but we hope that we retain your understanding for our current actions. We are hopeful that things will indeed improve and that February is the summit of infections, so that we can in March, either indoors or outdoors, entertain you once more with warm music in our hearts and fires burning in our souls. You can rest assured that we will consider your collective safety to the highest possible degree, with or without state intervention, for the next meet. In the meantime, please stay safe, sound, happy, and full of musical hope.

Aktuell ist die Lage aus unserer Sicht sehr unübersichtlich. Nach wieder gründlicher Lektüre der gültigen Corona-Schutzverordnung des Landes Nordrhein-Westfalen kommen wir zu dem Schluss, dass ein Folk-Club-Abend durchaus möglich wäre unter der Bedingung, dass alle Teilnehmer – Musiker wie Zuhörer – immunisiert sein müssten. (Wir haben tatsächlich bereits seit November 2021 die 2G-plus Zugangskontrolle als zusätzliche Sicherheitsmaßnahme eingeführt, sehr zum Unmut einiger unserer Mitglieder)
In Bezug auf den Charakter unserer Treffen ist die Verordnung jedoch in einigen Punkten nicht eindeutig. Eines der größten Probleme, die wir sehen, ist, dass die derzeitige Verordnung Ende 2021 konzipiert wurde und die aktuellen Inzidenzraten jetzt 15 Mal höher sind als damals.
Vielleicht lag es an den langwierigen Koalitionsverhandlungen nach der Bundestagswahl in September, dass der deutsche Staat den COVID-19-Ball vorübergehend aus den Augen verlor, der nicht nur immer noch im Spiel war, sondern auch mit phänomenaler Geschwindigkeit auf seinem Spielfeld in den germanischen Ländern herumflog?
Vielleicht hat sich die Haltung des Staates geändert? Die meiste Zeit der Jahre 2020 und 2021 hat der Staat seinen Bürgern genau erklärt, was in Bezug auf Beschränkungen für Versammlungen jeglicher Art gemäß COVID-19 erlaubt ist, und vor allem, was NICHT erlaubt ist. Klare Entscheidungen des Staates, die ausdrücklich die Durchführung von Veranstaltungen untersagten, waren ein vernichtender Schlag für Berufsmusiker und alle, die in der Unterhaltungs- und Gastronomiebranche tätig sind und auf Veranstaltungen angewiesen sind, um ihren Lebensunterhalt zu bestreiten. In diesem Fall ist der Staat sicherlich moralisch, wenn auch nicht immer rechtlich, verpflichtet, eine vollständige oder teilweise finanzielle Entschädigung für diejenigen in Betracht zu ziehen, denen er durch seine Gesetzgebung Einkommen und Existenz entzogen hat. Glücklicherweise ist der Folk Club Bonn eine rein altruistische und gemeinnützige Organisation, so dass wir selbst in diesem speziellen Kampf nichts zu suchen haben, aber für unsere Gastgeber in Dottys Bar und auch für einige unserer professionellen Musiker, die im FCB spielen, waren die Zeiten, seit COVID-19 über uns hereinbrach, sehr, sehr mager. Dies gilt insbesondere für Musiker aus dem Vereinigten Königreich, die nicht nur mit COVID-19 zu kämpfen haben, sondern auch mit dem doppelten Schlag der Regelungen, die sich aus dem fehlgeleiteten BREXIT-Experiment ergeben, das ihre ohnehin schon stark beeinträchtigten Tourneeaussichten in der EU weiter erschwert. Dies war sowohl bei Sean Taylor als auch bei Simon Kempston der Fall, die 2021 unsere Gäste waren. Dieser Gesinnungswandel des Staates hat nicht nur finanzielle Auswirkungen, auch der Staat kann nicht unbegrenzt Geld ausschütten, auch das sprichwörtliche "Pork barrel" muss irgendwann einmal den Boden erreichen und kann nicht unendlich nachgefüllt werden. Dieses Umdenken des Staates bedeutet auch, dass sich der Schwerpunkt der Verantwortung für die Durchführung von Veranstaltungen weg vom Staat hin zu den Menschen verlagert, die die einzelnen Veranstaltungen tatsächlich organisieren, wie z.B. der Februar-Folk Club Treffen.
Vielleicht ist eine andere mögliche Erklärung, dass das, was die USA oft an Europa kritisiert haben, nämlich dass sie der Meinung sind, dass die europäischen Staaten ihre Bürger mit sozialen Sicherheitsnetzen und einer universellen Gesundheitsfürsorge verwöhnen, die mit hohen Steuern bezahlt werden, aber mit zu vielen staatlichen Eingriffen in das Leben des Einzelnen, in Europa endlich Fuß gefasst hat? Der einzelne Bürger muss sich jetzt stärker an der Entscheidungsfindung beteiligen und darf sich in Zukunft nicht mehr nur auf den Staat verlassen, wie er es in der Vergangenheit getan hat. Unsere sorgfältige Prüfung der Verordnungen hat uns zwar zu dem Schluss gebracht, dass das Folk Club im Februar technisch gesehen im Rahmen der Verordnungen hätte stattfinden können, aber das bedeutet oder garantiert noch lange nicht, dass es gut oder richtig wäre, dies zu tun. Seit der Einführung dieser Verordnungen Ende 2021 hat sich die Inzidenzrate nicht nur erheblich, sondern um das FÜNFZEHNFACHE erhöht! Nur weil man "kann", heißt das nicht unbedingt, dass man "sollte". Auch wenn es technisch legal und erlaubt ist, halten wir es für unsinnig, eine Veranstaltung auf dem - wie wir alle hoffen - Höhepunkt der aktuellen COVID-19-Infektionswelle in Bonn und NRW zu veranstalten. Auch wie sehr wir die Zahlen im Saal reduzieren und die Belüftung verbessern würden, es wäre ein Abend, der nicht von der üblichen Magie und Freude geprägt wäre, wie es das Novembertreffen sicherlich war, sondern praktisch eine musikalische Petrischale für Omikron, die ebenfalls die Bühne betreten und mittanzen und sich vermehren würde.
Es tut uns leid, dass wir das Jahr 2022 mit einem solchen Plattfuß auf dem falschen Fuß beginnen, aber wir hoffen, dass wir Eure Verständnis für unser derzeitiges Handeln behalten. Wir hoffen, dass sich die Dinge tatsächlich bessern werden und dass der Februar der Gipfel der Infektionen wird, so dass wir Euch im März, drinnen oder draußen, wieder mit warmer Musik in unseren Herzen und brennenden Feuern in unseren Seelen unterhalten können. Sie können sicher sein, dass wir für das nächste Treffen Eure kollektive Sicherheit in höchstem Maße berücksichtigen werden, mit oder ohne staatliche Intervention. In der Zwischenzeit bleibt bitte sicher, gesund, munter, glücklich und voller musikalischer Hoffnung.
